Whether it’s electronic voting or online document submission, GovTech helps the government become more open, accessible, and importantly, innovative. Ever filled out a form online instead of standing in a queue? Yes, that’s GovTech too. They are changing the way governments interact with citizens, making it more efficient and less of a headache for all of us.
To illustrate how the Supply Chain Management System (SCMS) and Government Technologies (GovTech) work in practice, let’s consider a hypothetical case in the medical field: the implementation of a nationwide  digital system eStock.

Introduction to eStock

eStock is a new digital system developed to assist healthcare professionals and institutions in Ukraine in managing their supplies and procurement of medical goods. Launched by the Ministry of Health of Ukraine and the Medical Procurement Agency of Ukraine, this system is designed to streamline the process of tracking, evaluating, and managing medicines and medical devices.
The main advantages of this product include the ability to optimize procurement processes, simplify interactions with suppliers, ensure internal coordination, and control over resources. Additionally, the product can be customized to meet specific requirements and rules of the European region, ensuring compliance with all standards and procurement requirements.
We want to demonstrate, using the eStock system as an example, how a solution for the public procurement system can be implemented.

Role and Functionality

The eStock system is crucial in improving the efficiency and transparency of medical supply management in Ukraine. It helps collect requirements and user management, enabling healthcare providers to keep track of medicines and medical devices and submit requisitions for purchases to be made at public expense. This optimises the procurement process and ensures a more systematic approach to distributing and accounting for medical supplies.

Implementation and Usage

As of early 2023, eStock is in use in 162 hospitals and healthcare departments for managing requests related to adult oncology, transplant kits, and endoprosthesis like bone replacement implants. The feedback from medical professionals is being used to fine-tune the system. The system’s functionality will eventually include modules for procurement, logistics, accounting of balances, and public data access, aiming to provide comprehensive management of medical inventories.eStock is a significant advancement in the Ukrainian healthcare system, promising greater transparency and efficiency. This system will not only manage the inventory of medical supplies but also make information about the availability of these supplies easily accessible to patients. More than 10,000 users are expected to enter data into eStock, including the Ministry of Health, the Medical Procurement of Ukraine, and various international procurement organizations.
The development of eStock has received support from international partners, including the USAID Safe, Affordable, and Effective Medicines for Ukrainians (SAFEMed) project, the Global Fund to Fight AIDS, Tuberculosis, and Malaria, and the United Nations Development Program in Ukraine​.

Feedback from the medical professionals will support fine-tuning of the system, which will be scaled up to other hospitals and healthcare institutions.
Currently in the final stage 2023, the Third stage, which includes various phases such as Logistics, Stock Management, and Reporting modules.
